1. Description of Proposed Project or Alterations:
  The proposed project involves the installation and operation of a facility to shred and grind creosote-treated railroad ties (CTRT) into a 1-inch minus fuel product for shipment to cement kilns permitted to use the material as a beneficial secondary. Operations will employ two mobile, track-mounted Tier 4 diesel-powered units—a shredder and a grinder. All processed material will be loaded directly into live bed trailers (trucks) beneath a mobile dome canopy. There will be no outdoor storage of processed product; material will be shipped off-site immediately upon completion of processing or once trailers are fully loaded.

Rule Applicability Analysis
Subject to Rule 62-210.300, F.A.C., this facility is a new minor source (not exempt under 62-210.300(3)); application is submitted under Rule 62-210.900(3), F.A.C. Preconstruction review is required by Rule 62-212.300, but the project does not trigger PSD since PTE is well below major source thresholds using conservative assumptions. Two Tier 4 diesel engines, considered stationary (onsite >12 months, manufactured after April 1, 2006), are subject to NSPS Subpart IIII standards for operation, maintenance, recordkeeping, and reporting. Both engines are also “new” under NESHAP Subpart ZZZZ (area source of HAPs); compliance with NSPS IIII fully satisfies ZZZZ per 40 CFR 63.6590(c), so no additional controls or testing required. As required by Chapter 62-296, visible emissions from engines and material handling will not exceed 20% opacity, demonstrated by EPA Method 9, with reasonable precautions (covered handling, vegetated buffer, direct loading, dust suppression) to prevent unconfined PM emissions. No add-on controls are installed; compliance relies on Tier 4 engine certification, ultra-low-sulfur diesel, and good practices. Facility is a true minor source (no synthetic limits or caps); no NESHAP applies beyond ZZZZ “by reference.” Project is not subject to emissions cap-and-trade, offsets, local air programs, or special modeling/monitoring under current rules.
